Description: Lamont County is looking for a highly motivated and experienced HR Advisor to join our team. Reporting to the Chief Financial Officer, this position guides and manages the overall provision of Human Resources services, policies, and programs for all County employees.

Major areas include recruitment, organizational planning, performance management, regulatory compliance, training & development, policy review and development, employee relations, County employee communications, compensation and benefits administration, and employee health and wellness.

KEY JOB DUTIES AND RESPONSIBILITIES:
• Establish and lead recruitment and selection processes with management.
• Ensure staff receive necessary documentation for employment and facilitate on-boarding procedures.
• Prepare notices and advertisements for vacant staff positions.
• Schedule, organize and participate in applicant interviews.
• Ensure that job descriptions are in place and up-to-date for each position.
• Review and maintain the Employment Policy Handbook, ensuring it is up to date with Alberta Employment Standards Code.
• Prepare RFDs for policy revisions as required.
• Partner with management to communicate policies, procedures, programs, and employment legislation to staff.
• Determine and advise employee relation practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
• Monitor and advise managers and supervisors in the progressive disciplinary system.
• Oversee and supervise the Payroll Clerk, monitor payroll practices and ensure that Payroll receives the appropriate payroll information before applicable processing deadlines.
• Provide necessary education and materials to managers and employees regarding the employee handbook, benefits plans, pension plans, and other relevant employment information.
• Manage the Salaries & Wages budget each year, ensuring all vacancies, salary, and benefits information is up-to-date in the budgeting system.
• Ensure the organizational chart is up to date and reflects approved positions.
• Manage employee information on the HRIS system.
• Submit WCB Reports in a timely manner in coordination with the Health & Safety Advisor.
• Act as coverage for Payroll Clerk when absent.
• Coordinate the return to work plan for injured/sick employees with modified work plans, together with applicable case managers.
• Manage employee filing system online and physical records.

This position is based on a 35-hour workweek, Monday through Friday, 8:30 a.m. to 4:00 p.m. Lamont County offers a competitive salary, excellent comprehensive benefits package and participation in the Local Authorities Pension Plan. Qualifications: • Post-secondary degree in Human Resources Management or a related field (equivalent combination of education and experience may be considered)
• Certification in CPHR or working towards designation is an asset.
• 3-5 years of previous human resources experience in a related HR role is required.
• Prior municipal experience is considered an asset.
• Up-to-date on Alberta Employment Standards, Workers Compensation Board, and other related legislation.
• Excellent computer skills in Microsoft Office suite applications, specifically in Excel for database management.
• Demonstrated ability to maintain a professional demeanour and confidentiality when handling employee complaints/concerns.
• Extremely organized with the ability to prioritize, handle multiple projects and complete tasks on various deadlines.
• Team player with a positive attitude, genuine desire to help others wherever needed.
• Exceptional communication skills (both written and verbal) for internal and external County communications.
